The United Kingdom and France to Deploy Military Personnel to the Country should a Peace Agreement is Agreed

The UK and France have inked a statement of purpose concerning the positioning of troops in the nation should a peace deal be concluded with Moscow, the Prime Minister of Britain, Starmer, has declared.

Subsequent to talks with Kyiv's partners in the French capital, he indicated that the two nations would "establish military hubs throughout Ukraine and construct secure structures for weapons and military equipment" to discourage any subsequent incursion.

The partner countries also proposed that the US would play the primary role in verifying a halt in hostilities.

Russia has consistently stated that any external forces in Ukraine would be considered a "legitimate target", but has not yet commented on this recent declaration.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in early 2022, and Russian forces at this time holds about 20% of the country's land.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," commented Starmer.

Top officials and senior officials from the "Allied Coalition" were involved in Tuesday's talks.

Addressing reporters at a combined announcement, the Prime Minister noted: "It paves the way for the juridical structure under which allied and coalition forces could work on Ukrainian soil, defending Ukraine's air and maritime domains, and restoring Ukraine's armed forces for the time to come."

The British leader also stated that London would take part in any Washington-directed verification of a prospective truce.

Protection Pledges and Diplomatic Positions

Lead US negotiator Steve Witkoff said that "lasting defense assurances and substantial prosperity commitments are essential to a permanent resolution" in Ukraine – referring to a key requirement made by Kyiv.

The negotiator indicated the partner nations had "substantially agreed on" their work on establishing such assurances "so that the citizens of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, former American President Donald Trump's special envoy, also was involved in the discussions.

Separately, French President Emmanuel Macron said that Ukraine's supporters had made "major progress" at the talks.

He noted that "robust" security guarantees for Kyiv had been reached in the event of a possible ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "major advance" had been made in Paris, but cautioned that he would only deem efforts to be "enough" if they resulted in the end of the conflict.

Last week, Zelensky said a peace agreement was "largely prepared". Settling the outstanding 10% would "shape the future of the peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of key disagreements for diplomats.
  • The Russian President has often said that Ukraine's forces must pull back from all of Ukraine's eastern Donbas or Russia will seize it, refusing any middle ground over how to conclude the war.
  • Kyiv has to date ruled out surrendering any territory, but has suggested that Ukraine could move its troops to an designated point – but only if Russia reciprocates.

Moscow currently controls approximately 75% of the Donetsk region and around 99% of the bordering Luhansk region. The pair of oblasts form the area of the Donbas.

The initial US-led comprehensive proposal that was widely leaked to the media last year was seen by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's direction.

This triggered weeks of intensive discussions – with the involved parties trying to amend the proposal.

Recently, The Ukrainian government submitted the US an updated framework – as well as additional documents outlining potential security guarantees and provisions for Ukraine's rebuilding, Zelensky added.
